ftp error when testing snort with pytbull

I am using pytbull for evaluation of snort ids when i run the command
./pytbull -t adressIpOfSnort --offline i get **ERROR :FTP Error ,530 Login
incorrect Also check privileges on remote host .

for the config.cfg i have : ftpproto =ftp ftpport=21 ftpuser=fred ftppasswd
=derf

in both configuration file of client and server for the vsftpd.conf in the
both server and client i am enabling local_enable an disabling anonymous
how can i solve this problem
