Snort start up problem Windows10 Home version 1809!

Hi;Can anyone please help me here? I updated a Windows10 version and it now seems to have broken my snort some how. ????? I have reinstalled the latest released version 2.9.12 with updated rules twice now, but still run into this issue on launch.
ERROR: c:\snort\etc\snort.conf(0) Failed to parse the IP address: 8.0.0.0/8.0.0.0.
I have looked everywhere and have not been able to find any solution to this. Hopefully someone will have had this experience and have an idea and/or solution. :)
I have attached my snort.conf file and a screen shot of the error and Windows installation information.
