Talos Snort Subscriber Rules Update

Synopsis:
This release adds and modifies rules in several categories.

Details:
Talos is releasing SIDs 61604-61605, 300495 to address a critical
remote code execution vulnerability in vm2 (CVE-2023-29017).

Talos also has added and modified multiple rules in the file-other and
server-webapp rule sets to provide coverage for emerging threats from
these technologies.
