Add SIGINFO handler from LBL
The rest of the low-level print-*.c handlers need the infodelay
wrapping too.
was checked in to tcpdump.c a bit more than a year ago.
Was it LBL's intention that ^T *not* do anything if you're capturing to
a file? It seems to me that printing packet counts when capturing to a
file is more useful than printing packet counts when printing packets;
in the latter case, you can see the packets arrive (unless you're
directing the output to a file), but, in the former case, tcpdump just
silently writes packets out and says nothing until you ^C it.
