DL_PROMISC_MULTI failing on AIX 4.3.2

Built libpcap-0.7.1 with BPF for AIX 4.3.2 and tcpdump died after ~1s
with:
  tcpdump: pcap_loop: read: Bad address

So, rebuilt libpcap-0.7.1 with DLPI and tcpdump hangs the machine:
  WARNING: DL_PROMISC_MULTI failed (recv_ack: promisc_multi: Primitive
  issued in improper state)
  WARNING: DL_PROMISC_SAP failed (recv_ack: promisc_sap: Primitive
  issued in improper state)
  tcpdump: WARNING: recv_ack: promisc_sap: Primitive issued in improper
  state
  tcpdump: listening on en0

$ lslpp -l bos.rte.tty
bos.rte.tty                4.3.2.9    C    Base TTY Support and Commands

Anyone else having more success?
