Can't package libpcap source?! "make dist" does NOT work?!!??...

I'm trying to use libpcap a lot as part of a larger
project... it is not possible to do "make dist" in libpcap
source directory to make tarballs!!!

% make dist
make: *** No rule to make target `dist'.  Stop.



How fix if I want to distribute
libpcap in a subdirectory of my program source code tree???

    (This question has to do with Autotools setup... configure.in and
     Makefile.am stuff.  It seems like libpcap guys intentionally
     turned this off.  I could be wrong.)
