I thought winpcap would've been the first to see the arp reply on the way in, not the firewall.  I'm not sure how if 
the operating system sees it (else you wouldn't be able to ping), how tcpdump would not.  The firewall would drop the 
packet, not make it skip over being seen by tcpdump, right?
