[patch] add --with/--without-libnl configure option

Hi. libpcap currently links with libnl if it exists on the system.
Attached patch makes it user configurable: by default it'll do the same
but in case user requested --with/--without-libnl it will force to link
with or without libnl. Please, apply. Thanks,
