1) who you are, and where your data encoding definition is kept, or
   a C header file.  (i.e a URL to a document)
   Or if it's "proprietary", then a reason why it should be so.
   Read pcap.h

2) what makes your encapsulation different than what's already there?
3) maybe you really need three or four numbers rather than create a
   complicated encoding.

4) post to the list.
