Hello all.

I hope this finds you well.  Below you can find a digest of the CI
infrastructure improvements since the previous update.  These changes
correspond to the recent releases of NetBSD 10.0 and OpenBSD 7.5, also
in July 2023 Cirrus CI introduced [1] a monthly limit on the amount of
free resources, which we learned last March after managing to reach the
limit, so I took some measures to reduce the footprint there.

* netbsd-mips64 has been upgraded from 10.0RC1 to 10.0, pkgsrc has been
  upgraded from 2023Q4 to 2024Q1 without notable changes.
* netbsd-aarch64 has been upgraded from 9.3 to 10.0 and converted from
  a dedicated RPI3B+ to a VM, pkgsrc has been upgraded from 2023Q4 to
  2024Q1 without notable changes.
* netbsd-amd64 has been upgraded from 9.3 to 10.0.
* openbsd-amd64 has been upgraded from 7.4 to 7.5.
* openbsd-aarch64 has been upgraded from 7.4 to 7.5 and converted from
  a dedicated RPI4B-2GB to a VM.
* openbsd-mips64 has been upgraded from 7.4 to 7.5, which upgraded
  Clang from 13.0 to 16.0.
* linux-amd64 has been converted from a Cirrus CI task to a Debian 12
  VM with Buildbot worker.
* The 14.0 leg of the freebsd-amd64 Cirrus CI task has been converted
  to a VM with Buildbot worker.

Interestingly, NetBSD and OpenBSD builds in the new AArch64 VMs, even
when running in parallel on the same host, complete about two times
faster than they did on their own hardware.  Some of this difference can
be attributed to the faster host hardware (the new host is RPI5), but in
my experiment an OpenBSD VM on a Linux host on RPI4B still worked faster
than OpenBSD on RPI4B.  Maybe this knowledge will save time for someone
else.
