intent to remove Septel support from libpcap

Hello all.

As far as I could establish after searching on the Internet, Septel SS7
capture cards and the associated SDK have been extinct for a while. I
tried to contact the original author of pcap-septel.c by e-mail, but
have received no response.  If nobody steps in to adopt and to revive
this code in one month, Septel support will be removed from libpcap to
simplify the maintenance and development.
