This is caused by the file "desktop.ini" in the parent directory ("folder"
is a bit of nasty obscurantism we should all repudiate), or more
specifically by the handler named in the "VICLSID" parameter under the
"[.ShellClassInfo]" section.  That handler tells Explorer how to display the
contents of the directory, and it can, for example, not display
subdirectories.

If you don't like this behavior, rename desktop.ini.  Of course, you may
break other things.

This is discussed in the MSDN library; see for example the article "A Brand

Development section (even though this has little to do with "web
development").

Entries in [.ShellClassInfo] also control eg. the customized "folder" icon
displayed by Explorer.
