Presumably "one window or tab is one capture file / packet list", for those of us who *don't* like tabs (and didn't like them all the way back to when tabs were called MDI). (If I knew how to permanently disable tabbed browsing in Safari, so I never even *accidentally* split a window into multiple tabs, I would do so.)
PS. By defaults, there is no any change in Wireshark behavior with my change.
