iPhone OS 3.1.3? Jailbreaked / original firmware?
On a 3GS with original iPhone OS 3.1.2 I can access:
- Pictures, Podcasts, Videos
- Install-Packages, Google SafeBrowsing-DB
And all that before entering any PIN.
