FTP and Atlantic Broadband filter

I have a question: I am running my own server out of my house just for fun. I wanted to set up an ftp server.I am running SUSE 10.2 using vsftpd for my ftp server. I set it up and everything is fine... I can connect to localhost and it works. When I connect from the outside it simply hangs and when I do an nmap it comes back as being filtered (as opposed to open). So... do you guys think this is a filter done by Atl BB and if it is, how can I get around this? I tried using netcat to listen on another port and redirect this to localhost on port 21, but no dice. Any help will be appreciated! Peace, Zach
