Interesting. Geers's "Strategic Cyber Security" deal with the case of
a Cyber Arms Control Treaty ( http://www.ccdcoe.org/278.html ) and
more specifically compares it to the Chemical Weapons Convention. It
puts a lot of convincing effort on why a Cyber Arms Convention is hard
to succeed.
