ISS RealSecure upgrade problem

Hi, is there anybody using ISS RealSecure? I upgraded from 3.0 to 3.2 on
English
version WinNT 4.0, it can work with detectors. But when I tried to
customize
a new policy, I met problem. I cannot change actions on attacks, and it
tells me to
view the global responses. When I view the global responses, I can see
nothing.
I then deleted both 3.0 and 3.2 together with databases from my system,
and then
reinstall it. It still doesnot work, even if I delete the new version,
delete all
registry entries related to realsecure, and reinstall it, I cannot see
any predefined
actions in global responses.

When I tried to install it on a Chinese version WinNT 4.0, I can see the
global
responses.

I donot understand why this happens. If anybody has any experience,
please give
me advice. I have contacted ISS engineers, they have given no useful
advice.

Any suggestions are appreciated.
