If you're on AS6939, the answer to both of those is probably "no". Obviously in that case, you're not going to be able to ping it even if there's a host there listening and willing to respond.
This is not limited to HE. E.g. AS3320 doesn't have a route to 2600::/29 - and they peer on IPv6 - e.g. 2001:550::/32 is being in their table directly connected to AS174.
