What you are running into is EUQ (End User Queing) which does not scale in an enterprise, since each user's perspective on what can be deemed SPAM is very political. Again, also depending on the configuration of the master.cf and main.cf in Postfix, it is quite possible that one could be discarding legitimate email without even knowing. It worked quite well, after much optimization, while it was in production. We ended up moving away from running this service in-house and moved to a hosted solution with one of our business partners.
