For all the previously mentioned reasons, public vs. RCP1918 is a tough decision. However, whatever you end up doing, do not, I repeat DO NOT use illegal address space - or address space that does belong to someone (or no one) but not you. You may laugh, and you may laugh hard at the thought of an organization that would do such a boneheaded thing. But believe it like you believe in gravity, it happens. And don't let anyone tell you it's a good idea.
