Ref "Fighting back":  The US Department of Defense is an organization that
you THINK would know about this, and someone doing an HTTP connection from a
Windowing browser is PROBABLY the guilty party.  You may want to look into
the reactions to the "multiple popups from browser" they briefly
implemented.

And took down within days as lawyers griped to high heaven....

It's easy to fight back, if you are "absolutely" sure about your
adversary. Keep in mind that the "adversary" may be an innocent victim
which may have been used as a launch point to attack your network.
Carrying out these types of retaliatory wars could result in criminal
action against you :(

Is it "ethical?" This depends on who you ask or how you define it.
Generally, though, you
would want to take a legal action, instead of a revenge.
