Businesses stay on that because they don't want change. This applies to
operating system versions and protocols.

Remember when most businesses transferred HTTP traffic without TLS?
It was Google that made that mandatory, so they implemented it.

Same applies for SPF and DKIM. It existed more than 10 years and when
Google and other big player made it mandatory, the businesses hurried
up and implemented it.

If Google ever decides to make IPv6 a criteria for page rank,
businesses will implement that very fast.
