As it stands now, every time i use the whois web client (couple times a week), it never loads the first time (on any device and on any network i’m on) and i have to reload the page.
WHOIS is a very old protocol originally defined in RFC 812 in 1982 and slightly updated by RFCs 954 and 3912. It is much older than the web and has nothing to do with the web. There are web pages that fetch WHOIS info (perhaps using RDAP) and display it, but that's something else.
How hard and expensive can it be to keep a whois webpage up and running?
I don't know, but honestly, who cares. Here is a dandy RDAP client that runs entirely in your browser.
