Unfortunately no matter what Google does spammers will always be able to abuse Google Groups. Even if Google restricted 
free-tier Groups to 5 users you’d only be hurting legitimate users who don’t abuse it. Spammers will just pay Google to 
continue spamming thousands of people as a cost of doing business meanwhile Google will happily pocket the cash and 
suspend the offending account for abuse after the fact. That’s just good business.
