They probably don't. Google has an pattern where teams building new 
products to get themselves promoted, and then abandoning them. 
Eventually when the abandoned product becomes too much of a liability, 
it's turned off. It's not surprising each product is a silo. Google 
services with ongoing maintenance are the minority.
