Why is content different based on source IP?

Who cares? It's not relevant to NANOG. If someone wants to send one
HTTP response body to geographic addresses in the nothern hemisphere and
a different HTTP response body, that's fine. We don't have to wonder
why someone wants to do something. It's reasonable to send "it's summer"
to north and "it's winter" to south right now. Except where someone is
using five or six season reckoning or some other thing. But it is nice
if you can pop a cheery seasonal message up on their webmail portal as
they sign in. It does not have to be a super serious earth shattering
reason. However, as you get more into the nitty gritty of it and want
to do admirable things such as discouraging fraudsters (or even just
spammers), the information could be helpful. It's not just about serving
content.
