They probably assume you're some kind of internet business for which $300/month is nothing.

One option you have is to rent a connection somewhere nearby (e.g. a colo in a nearby datacenter with more providers), announce your IPs there and tunnel them home. This won't be cheap or convenient either, but it could well work out cheaper than $300/month.

If your ISP doesn't like it (they will like it, because they won't know), they're free to stop playing stupid games and winning stupid prizes.
