From a user’s perspective, maybe — yes. But not so much from the 
operator’s side.

These days, there are an awful lot of knobs to turn when it comes to DNS 
resolving  or running a DNS resolver service.

And more and more ISPs no longer seem to master the craftsmanship 
required to do it properly.
